  2. Mix dry ingredients: In a large bowl, combine the all-purpose flour, salt, baking powder, baking soda, and freshly ground black pepper. Stir quickly to distribute all ingredients evenly.
  3. Cut butter into dry ingredients: Add the cold cubed unsalted butter to the dry mixture. Using a fork or pastry cutter, cut the butter into the flour mixture until it resembles coarse crumbs or a crumbly texture.
  4. Add cheeses and chives: Stir in the shredded cheddar, Parmesan, and chopped chives, mixing evenly throughout the crumbly mixture.
  5. Add buttermilk and form dough: Pour the buttermilk into the bowl and stir everything together until the dough just comes together, being careful not to overmix to maintain tenderness.
